Personality and character traits are completely different. Have different goals. The strength and power gap is immeasurable. Kratos was driven by his rage, a sheer will to seek vengeance for everything he had lost and everything he had to go through, and was also manipulated by athena to do so. None of the acts he had committed except killing ares were done deliberately when he was only blinded by rage while Kai deliberated to own all the power. Kratos wasn't selfish, kai was. Dreamworks possibly took some ideas from gow to design Kai's weapon and decide his actions.

I'm sorry, I'm not trying to sound very ☝️🤓, but changing the environment or visually altering an environment does not really influence the scaling of a character (at most in the range or scope), an example of what I'm trying to say is Thor, The guy is capable of generating storms with his presence which can cover mountains but that does not mean that he is automatically mountain or multi-mountain level, the same thing happens with Kai, altering the environment of the spirit realm with that tone greenish does not automatically scale it to universal (due to the size of the spirit realm). And to be honest, Kai does not have feats that put him above the country or low continental level at best. Kai is very underrated. He could be reached to Low Multiversal level due to the fact he scales to Dragon Warrior Po who changed the reality of Spirit Realm by transform. The Spirit Realm is like a plane of existence where Oogway lives and sent the universe message to Po's father.
More feats: Skill: A master takes five hundred years to master one of his blades alone. IQ: Figured out how to take chi from pandas by reversing the pattern. Battle IQ/Combat: Used the boulders to break Oogway’s chi shield. IQ: He lured the masters to him so he could get Shifu’s weaknesses and use it against him bc he wasn’t a master and didn’t know who anyone was. Knowledge: Counters all of Oogway’s techniques. Durability: Tanks a chi attack by Oogway.
I think that Kai is the 5th strongest DreamWorls character with only Megamind(prep. time), Po(Dragon Warrior), Master Oogway and Metroman being able to beat him.
