In New York you don't need "No Trespassing" signs after you have been giving verbal notice by the owner which is now on video. The next time he trespasses the cops can take action against the neighbor. No written warning is required like in other states.

@@johnclements6614 My educated guess is the situation would not have progressed this far, if any of those options had been exercised. I know bureaucracies move slowly, but it appears a massive amount of time has passed for it to get to this point.

The bigger question is, if that building has code violations, why is the county not forcing the owner to do something about it? Imagine putting an addition onto your home that was not up to code. The county would be all over you like white on rice.
