According to whom, and what laws?
The land called Palestine wasn't a nation; it wasn't sovereign land. It was owned by the Turkish Ottomans, and then ownership passed on the the British at the end of World War One.
The Brits, if they'd wanted to, could have chosen to keep it all and do whatever they wanted with.
They could, in fact, have expelled every Arab and Jew living in the place, and turned it into a British colony, for Brits only.
It wouldn't have made them popular of course, but they'd be within their legal rights to do so.
Fortunately, Britain was by then enlightened enough to have no interest in expanding its colonial empire. That's why it almost immediately (in 1922) handed over 77% of the land called "Palestine" to the Arabs who lived there, for their own brand-new independent state.
That state goes by the name of Jordan.

The rest of the entire Middle East and North Africa is Muslim Arab land. Arabs have always been able to live safely in any part of it they wanted to.
Most so-called "Palestinians" actually migrated to Israel from other parts of the Middle East, in the late 19th or early 20th centuries.
If you look at a map showing all that land, Israel is so small it's barely visible. And that's all the land the Jewish people have.
When there are over 20 Arab states in the world and over 50 Muslim ones, can't the Jewish people have just one?
