If I give my opinion or reason..
IQ is debatable, Dante has pretty good detective and problem solving skills and is actually pretty Smart even tho he seems dumb. So I think he is overall smarter.
Durability/AP this goes to Bayonetta as she scales much higher and can harm and takes hits from Singularity who is a 5D being where DMC caps at 4D.
Meaning Dante can't harm Bayonetta.
Regeneration ≠ Durability.
It's more like Endurance...
Yeah Bayonetta has more of a chance of winning, possibly high difficulty maybe, because Dante has immeasurable speed which will make him harder to hit even with witch time......
It seems like a never ending fight unless Bayonetta manages to land a hit.

1. 9th Dimensional doesn't always mean spatial dimension it could mean it refer other things like above the 8 fold path in Buddhism.
2. Without this statement the verse caps at 4D. Big claims need big proof. If you literally claim a 5 dimensional jump from one statement (that's still debatable canon or not).
More context is needed for what this statement is implying.
In powerscaling every statement has to have some context behind it to be used in scaling, especially if the claim is big.
Everyone uses vague statements, take it out of context to overrate their verse.

One statement isn’t enough is jump a verse that high, but through lore of the demon world in dmc 1 and dmc 3, the demon world is dimensionally higher than the human world, it it has its own laws of physics, not only a different flow of time, but multiple flows of time, as well as other timelines and higher demensions and pocket demensions such as nervana.
I’m pretty sure this is higher than 4D, not to mention Dante has easily beaten a being who was said could effortlessly lift and destroy said world.
The official meaning of 4th dimensional is
universe defined by three spatial dimensions and one time dimension. The demon world itself is a multiverse, with multiple dimensions just like this with multiple time dimensions. This is higher than 4D.
