I'm not certain but I think the 8 survivors need to get hit 3 times to be downed (or 4, but I think its 3) because they are two hunters. In exchange, 7 ciphers have to be decoded and I'm probably wrong but I think the rocket chair time is decreased so you get sent back quicker

Tip: Look back quickly for 0.2 seconds when in pursuit that way you can track the hunter’s location and determine where to run to....
