I swear I saw more comments just a second ago anyways to those saying "I don't get it" or "What's the joke", UH normally wears a red/white or white/red uniform, so this is the "alternate" for the Halloween game. The uniform he first unveils is a cheap looking practice uniform, the players started screaming because they saw a black uniform but once they noticed how cheap and "little" league it looked they calmed down. You have to understand Tony Levine and his dry humor to get it.
