A tank is the entire world for a fish or whatever creature you put in it. And 5L are not nearly enough for any fish. Even for a pea puffer. Considering your landscaping skills I guess you have been doing this for a while so maybe reconsider in what conditions you keep your fishes. Even if the tank is stable and the values are good it doesn't mean that that fish is going to be happy in it's little puddle of water.

Pea puffers require atleast 5 gal tank for 1 puffer, then for every other puffer you add you need an additional 3 gal. your setup is perfect for them. for 20 you need 62 gal.
5L is really small even for one pea puffer. Most of the recommendations I’ve seen say at least 5 gallons (19 liters).

The scape is amazing! Just pleas don't put any vertebrate in a tank smaller than 20l :)))) Use some snail and shrimp, they will love that
