I afraid they aren't the same. As i know, "by" is like the action should be done before or on the given day but not after. And "at" as you know, it is at the given day. It's too long since you've questioned, sorry about that🌷

But i want to ask smt for you all, is there any solution/website or dictionary to check the validity of the words? I mean we all learn an english expression or a word, but i can't be sure if the word is old-fashioned or not especially if i didn't see the expression in the tv series.

    Hello, James!
I am confused about this sentence you used:
"I will be finished work by 5 o'clock tomorrow."
Could you be kind to explain what tense is that, please?
I ask because I watched Rebecca's lessons about English tenses and there is no future tense that use a "will be + vb + ed" construction.
Future Simple would be: I will finish...
Future Continuous would be: I will be finishing...
Future Perfect would be: I will have finished...
Future Perfect Continuous would be: I will have been finishing...
    What am I missing here?
    Thank you.
