When he says "kamray se rehaai ka perwaana tumhare haath main de chuka hoo", he was referring to divorce papers. Since she is not his wife anymore, she is not his "Mehram" anymore (mehram means someone who does not require "perdah" from you), she can't go to the room because that is not appropriate anymore. The significance of the line "dou takay ki larki" is that, before he uttered this, and before this fateful night, she was his wife, and he was willing to forgive her for everything - even sleeping with another guy. He tried everything, went above and beyond to make her stay, since she was his love and pride, but as soon as he divorces her, that relationship does not exist. There is nothing to save, and for him, she is nothing anymore, apart from being a characterless woman who betrayed her husband.
