You used 3 liters of water ma, is it’s that you calculated the water you used to mixed some chemicals before you poured them inside the mixture or the water you used to mixed the chemicals before you poured inside the mixture isn’t part. Just 3 liters of water

What it means is that the total volume of the reagents or ingredient used is summed up to 1 litres , then you add 3 litres of water to make the resultant volume 4 litres
