Is i5-10400f performs better than r5 3600 in most of the games? And I find that i5 is just $110 and r5 3600 is $170

Weird how the GPU usage never reaches 99% (even the 7600), is that mean the CPU is "bottlenecking" the GPU (even if it's just a little bit)?
Most of settings is low or medium to stress cpu. This is why low gpu usage is.
