wouldnt wishing someone luck be essentially saying "i hope the factors that are out of your control in your own success play to your favor"? Thats how ive always seen it and dont see why that wouldnt make sense in a dissected analysis.
Also, the "lucky" to the restaurant would be that you are lucky a restaurant serving what they deemed to be desirable food was near you while they likely didnt have it as an option. You possess something they want and cant have, so your luck outweighs their own and you are thereby lucky. More a matter of favor by contrast than luck, but it generally falls under the blanket

I think the lucky part is that you are able to go eat that. You were neither too busy nor too broke. Luck generally has a positive connotation, hence to be lucky means you have a lot of something good. To counter that there is is the 'un' or 'bad' before that. That is when you know that the positive connotation does not apply in that situation.

Telling someone to have good luck in their endeavors is just a show of good intent. Nothing more than a phrase to calm the nerves, show them you care. Sure it is redundant to emphasize luck on some actions, like regularly driving to work, so people don't use it on those occassions. The fact it says "good" luck means you wish for the chance of the best/good outcome for the other person.
Its an easy way to show support to someone else when you yourself have not much knowledge/experience on the subject matter the other person is doing (i.e. we can't give detailed advise on how to proceed or do it right). So we can easily tell them, "hey good luck doing X".

For germans, we actually use it for happiness! When someone says "Viel Glück!" they're saying good luck as we know it, yet there's an adjective here called "glücklich" which is happy, so we have a word with 2 meanings, forrelating to luck and happiness. :>
