old school 5/8 ringo from the mid 70s
It does look like an older version.
Ringos are all 1/2 wave. They used a rod and clamp for setting the tuning and the ring was circular tubing.
Its 5/8 wave tuned via the ring, which constitutes a tapped inductor. As with inductors, the larger the diameter the larger the value, so this mimics the smaller diameter but greater number of turns in the Stationmaster.
Stick a VNA on it to find out what segment of the 27Mhz band it is sitting on.. 😉
Had one identical for CB back in the 70’s with the cast clamps and the milled slot in the ring for matching bar . 5/8 and was made by Vernon.

As others have said, 5/8 wave ringo, like a Cushcraft AR model.
00:14 - 27MHz home made Ringo copy - 5/8 wave vertical that doesn't need radials. Had one back in the 80's. Made it out of a design in an old CB magazine.
Back in 1987 I bought a new 10 meter Ringo Ranger and changed the tuning stub coax length for 27mhz so the SWR would be correct. The antenna in this video doesn't seem to have two connectors, one for the coax from the radio and one for the tuning stub. I then connected the antenna to a Drake TR 4-C that had crystals for 27mhz and everything worked great.
Looks like a 5/8 wave style "Ringo" - The bottom structure is called a "Gamma match" shorting the driven element to GND at DC freq. but not at RF Freq.
Length will obviously determine resonant freq. plus an antenna analyzer will confirm - after all the connections are cleaned up and reconnected.
They used to "put out like stink" in the day for what it was. - Cheers!
Aluminum - aethereally effective for tuning sound. So can u set it to any frequency? Do they come in any other metals for the ionic harness? Does it receive & transmit? Is it reversible? Have u tried it in your garden for an electroculture antennae?
Ringo 5/8 still have one up and they work great
I was given 2 "Ringo" Ranger antennas, both are probably 1980s models. They have an aluminum, circular tube, on them. And have an adjustable height tube for tuning.
You should be able to download an instruction manual for the internet. If nothing else, it should help you identify your antenna.

Looks like a 5/8 Ringo to me. They were popular here in the UK as "big boy" antennae for the more serious Cber, a step up from your bog standard silver rod and regarded as being more professional like the electronica specials and Sigma 4s.
27mhz ringo half wave, just like a trendy end fed half wave wire antenna but made out of alloy.
in the US their is 2 common CB antenna's like that. the 1/2 wave and the 5/8 wave. just measure the length to find out which one you have. I have a new one in box but is a 6 meter one and still made . it does have a counterpoise. short stub goes straight down . for half wave the coil is a 49:1 . because of end fed half wave being around 2550 ohms at feed point. the insulator for the radiating element works like a small cap to help tune out inductance from coil. like a gamma match. should tune 10/11/12 meters . clean it up put a analyzer on it see where the dip tune is. Maco still has the A58 5/8 wave with a loop but has radiales 4 of them about 1/4 wave. 73's
True. When the move away from the 1/4 wave ground plane, which has a natural 50 ohm impedance, was made the manufacturers included a DC ground as part of the "matching system".
For CB, you measure the length at 17'10", then find the 50 ohm point on the matching ring.
Antennas like the Super Magnum and the CLR2 have pre-tuned the sweet spot so all you have to do is assemble the radiator.

A half wave is 17'10" long. It looks like a Cushcraft Ringo knockoff. Assemble it, using the oxidation marks, measure it, and see where it is resonant.

Looks very much like the Archer version of the Ringo Splatterstick, we used to get them at Dick Smith for $80-90AUD, I had one back in the day, GOD AWFUL antenna, as soon as it rained the SWR would climb to above 4:1, and it's range was CONSIDERABLY less than the Mark 1 Stationmaster I also had at the time. The Benelec Megatron I had was better than both, even without the base radial kit that supposedly made a 2.5dBI antenna into 4.5dBI.......AHHH, 80's manufacturing magic in action. A good LIE and better promotion than your competitor sold MANY an antenna in the 80's. Perfect case in point, the ubiquitous Antron 99, a huge waste of money for a bit of fibreglass tube with a 18AWG wire inside......

This thing is isolataded from main bar ? it looks like it all is made of metal and no isolation.
With a DC ground, the entire antenna is at ground potential. Good for lightning protection.
There is definitely an insulator towards the base

Looks to be nothing more than a simple matching network to fool antenna builders yer looking at around 800 ohms or less…deal with it …
