It will queue you with people of all ranks, most of the time they're at least near your rank but you CAN get queued with people of higher ranks. I have played with my friend who's peak Radiant (at the time of the match he was Diamond or Immo) along with another friend who had no rank, I got both high ranked and low ranked enemies in those matches
