The only place where this would make sense is to cross wide rivers like the Danube or Volga, or for cities built around a large mountain, to get to the top, but this should also be considerate of whether they even want to commercialize the mountain and instead only offer it for hiking. Yep they can reduce congestion but are maintenance intensive and many company will skimp on them then you’ll have accidents
It can even lift cars from point to point if traffic congestion and reduce diease spreading if pandemic happen because more privacy in each cab
