You should do some skinwalker-esch rp where you bring players out to the Middle of nowhere for a “camping trip” but if someone(or you) wanders off and gets killed the skinwalker takes on that appearance and keeps repeating some of the things that person was saying.

Idea: Inspired from the episodes of old man giving tours in airplanes we instead have, giving players tours in severely outdated and old airplanes that will suffer a variety of malfunctions while in air from one of the windows rolling down, a door opening, the engines briefly turning off, to even the pilot themselves falling through the floor of the plane! Can players survive this tour in these old run down planes and be able to get a refund?! Or will their planes mysteriously stop in Cayo never to be heard from again..
Idea: Kid obsessed with card games, gets the ability to send people to the shadow realm for real if they lose. Refusing to play also sends them to the shadow realm.
Idea:Making the SHD program in LS where there is a terrorist threat and the government can’t do anything so they start a new program which is called SHD Network where they train people into Division Agents and they stop the threat no matter what.
Idea: You and friends are emissaries for an obscure European country whose King recently died. Having left behind no heirs he left a letter behind detailing that his family's legacy must continue and that there's a long lost branch of the family somewhere in Los Santos. Catch is, is that the royal family was known for being able to do totally random and obscure shit, like bending their forearms or lower legs in three different places, high diving into a shallow pool filled with angry rats or beavers and surviving bites and scratches for long enough to get out, or being able to walk through a tightrope and incredible heights while performing a unique talent. (Or anything you can think of) The person able to complete the challenges you lay out (or survive them) will be crowned the king of... idk, Narmanhagus.

make an eldrich creature attack the city and when all hope seems lost at being able to kill the creature, a park ranger/ fish and wild life service/ department of natural resources guy shows up with a traqulizer dart gun and shoots the creature and it goes "haguhahaguhghghgaugh mi mi mi mi mi haguhahaguhghghgaugh mi mi mi mi mi"
Idea: people getting hunted down and killed, bye underground creature e.g graboids ( giant worms from the movie tremors) or even something like a land sand shark

Another former member of FOXHOUND, "Decoy Octopus," like your character "Gray Fox" also uses his skill of changing appearances to be a spy. He was more obsessed with his mastery of disguise. Idea : There was recent missing person reported in the National Park. Police or Park rangers have gathered search party look for the missing hiker. but obviously Park Rangers known "Something" are in mountains🗻 "Feral People" Search and rescue are going find more than one person in those woods.
Idea: Man gets in a freak accident and becomes part ghost. He can walk through banks, make money disappear and fly. He's much more distinguished from the other guy. With this power he will become Spookum Mcgookum the spectral criminal. A play on Danny phantom but he just chose to use his powers for evil. After causing so much chaos in town a Ghost squad is hired to take him out.
Idea : Haunt homes of random people, move objects and sometimes appear near them, Then become a paranormal investigator and make an advertisement for people to hire you, Go there and say that there is nothing, even tough there is proof that there is something. Then keep on haunting the home until they move homes or maybe murdering them.
