Cruise was not standard on the 60 Special but you’re right about the autronic eye - that was standard on all models. This is a reproduction IP top and someone decided not to drill the holes.
All windows should be electric. That would include the rear vent windows. I think that was standard equipment on the 1960 Fleetwood/Sixty Special. This model seems to be missing that feature. The front vent windows are electric.
This a beautiful 1960 Fleetwood 60S sedan. However, it's only extra cost option is air conditioning. Other EXTRA COST convenience options were; cruise control, Guide-Matic automatic dimming (1959 was last year for autotronic), power release trunk, radio foot control. The "vent" window on all 1960 6 window style sedans, including the 60S, were fixed. 1961 with the new wide C-piller was the first year for power rear vent windows. The 9 chrome edged louvers at the end of the rear fenders are decorative only. These louvers in various locations were a Fleetwood 60S styling cue beginning with the 1942 model. The assist handels on the back of the front seat were to aid rear seat passengers in exiting the car. The small cloisonne badges topped by a small crown are the only Fleetwood designaton that should appear on the lower front fender of a 1960 Fleetwood 60S sedan. Do the little grills do anything? With it being so subtle, the general public wouldn't know that is a Fleetwood, at least it's better than the big ugly side scoop thing on the 59

Rear vent windows were stationary in 60, power from 61 to 68.
