These were used in public schools through the 1970s maybe even early 80s - these were designed for kids elementary - high school so yes, I sounds like he's talking to kids bc it was made for kids. This wasn't something you'd see on TV and this DEFINITELY isn't a training film. Clearly you're under 50 and if you're not then you didn't attend public school in the US.
