You are the man i'm looking for. I had an idea, but i don't have the skills to test it: i think an electric reaction engine can work. You just need to swap the combustion chambers with high surface contact resistors. If you power the resistor with enough current, i think they can heat up a lot, then expand the air in the chamber, thus increasing pressure. The rest of it is the same as a fueled reaction engine.
