That means that GDA was not around when the world fought void and thus most counties were not able to get good enough armies to defeat void (you only start with scouts and snipers, thats my reason for this.), and that's GDA's whole reason to be formed/founded might be to stop or be ready for these types of world ending events (calamity, void, etc etc.).
