Base year is choosen due to many reasons, one of the reasons is, the prices of those commodities in Index should have been stable without vagaries. Commodities vary from index to index. As per normal practices, Base year and commodity weightage must be changed every 5 years. But its humongous exercise, a lot of changes must be done in various dept, entire old date must be recalculated to new base year, So they wont change it inorder to ensure stability and continuity (We can also say Laziness) CPI IW base year was updated to 2016 recently to reflect the changes. For CPI AL & RL we have 1986-87 as base year, Labour Bureau is planning to update it to 2019-20. We can expect it by this or next year
Test series are important. Understanding the purpose of test series is important. Its not that the Questions came in test series will repeat in UPSC. Thats not what its meant for. 1)Test series is for increasing your guessing ability. You can clear prelims only with guesses. No one knows all 100 or 80 Questions. 2) Simulation of 2 hours of exam hall scenario, so that ur subconscious is used to it. 3) Committing the mistakes in test series, so that we learn it and correct it before exam. 4) identify our strength and weakness 5) Planning the two hours, duration it takes for first reading, marking in OMR, second reading 6) Learning 100 topics in particular subject. Its good to have a weekly test series in some institute. And thats not enough, Apart from one full test series, you can download lots of questions from Internet and practice 20-30 Questions daily ( can increase it in future). If test series is not affordable or accessible for you, then download free Questions and solve as many as possible. But even then you simulate 2 hour serious test weekly once in study hall or home. Many seniors will say that in 5th or 6th attempt.. that might be suitable to them at their level of experience. But it might not for a second attempt person , who is yet to explore a lot. Seniors/toppers while discussing the strategy, miss out empathy and advice from their own point of view. So test series are important!
