Introducing the College of the Arts at Portland State University. The new College of the Arts, formerly known as the School of Fine and Performing Arts, houses the School of Architecture, School of Art and Design, School of Music, and School of Theatre and Film. More than 2,200 students are majoring in the Arts at PSU.

Confused...so are we getting a new building, or is just the same programs in the same buildings with a new name?

It is a new name with more weight. It used to be "College of Fine and Performing Arts", but over the years it has expanded to be much more than that name implies. The new title, "College of the Arts", has been adopted to reflect that expansion.
In addition to the name change, the College has been gifted money to build a new three-story tower in Lincoln Hall.
