Forgive me if I'm wrong but didn't man City already basically sign him but since he can't be play in England until 18 (16 for europe) the union basically said they'd develop him until he turned old enough to go overseas
He is extremely good. Its not American hype nonsense. Scouts around the world know his talent and many huge clubs worldwide wanted to sign him. Manchester City have a contract with him and Philadelphia Union. Its a huge contract for a 14 year old player.
