Well, the original movie was so popular, it warranted a TV Series, and it was either break this up into a 5-Part Pilot like with shows like DuckTales and Chip n Dale Rescue Rangers, or release it as a Direct-To-Video Movie. In a way, this is exactly that, a 5-Part Pilot for Aladdin: The Series.

So pretty literal. It's also the second Jaffar song that just mocks his opponents, so he never gets his own "villain song".
Subtly, this shows how much more powerful a bound genie is to an unbound one. Genie sacrificed his power for freedom, while Jafar was still bound, his power was still immense.

He's more powerful in this one than he is in the first one that's because genies powers that granted jafars third wish. And the third wish oh he chose poorly. He didn't listen to a thing at ALL Iago said about the plan, earlier in the first movie they were discussing if jafar became husband and then became sultan and if he did they were going to drop the sultan and jasmine off a cliff, that's why genie moved the palace ontop of a mountain because the plan and if it hadn't been for Aladdins return or small talk they would have succeeded and the movie would've been over.
Instead of making this into it's own movie, they should've just kept it as being apart of the TV series. Imagine if it was Mozenrath who rediscovered Jaffar's lamp instead of a peddler, it could've been a real dark contrast to Al and Genie's dynamic.
Even though Jafar’s wish was to be the most powerful Genie doesn’t really explain the fact why Blue Genie’s power have no effect on him, since it was he who granted the wish, and he must have naturally existed as one since dawn of time compared to Jafar, thus effectively making him all powerful amongst the all powerful . Also since Jafar was only human, and if Abysmal had freed him, then he will lose all his Genie powers.

Whatever's to be said about this movie, Jafar was definitely one of the good points about it. In my opinion, his characterization in this movie among the best of any antagonist in any direct-to-video movie.
