Another way to look at is he controls karmic balance. If you do good things, good things will happen to you. If you do bad things, bad things will happen. If you do nothing but good, something bad with happen. If you do nothing but bad, something good will happen. Jugram decides what happens to you depending on how much good or bad karma you have. In other words, he buffs/debuffs people any way he chooses.
