This schooling / education as a business *EXISTS IN INDIA TOO.* The difference is QUALITY and AVAILABILITY OF RESOURCES.
A rickshaw wala cannot afford to send his kid to medical college to become a doctor. But when the kid qualifies at the top in NEET (entrance exam for medical college) there are resources available for scholarships and many other things.
This exists in Engineering degree too.
In fact, A kid can start preparing for IIT as early as 7th or 8th standard. You write IIT entrance exam JEE after successfully completing the 12th std. but the preparation for that JEE exam starts at 8th standard itself. Resources are available.
Pakistani schools are teaching kuran because every scientific research is mentioned in Kuran
