Also, there are owners who are focused on Yuth academy and profit and there are owners who want trophys, marketing money, bonuses and glory. Monaco has rich owner but they focus on yuth while PSG buys all the stars they want. (yes i know that PSG has way mor emoney but monaco's owner is super rich also). Rennes owner in france is maybe one of the richest man in the world but he still doesnt invest big money into the club by buying stars. Deportivo La corunia has also ultra rich owner and they are in the second tier in spain. There are many more, few months ago i found a article with a list of the richest owners of football teams in europe. You will be amazed how many mid table/lower clubs have ultra rich owners but they just dont invest in stars...
