Because the Imperial Palace is the most valuable land in Japan, if it was sold altogether at that price, it would have been worth more than all the land in California. Of course, bubble economies don't last. The bubble burst at the end of the 80's, and Japan lost more than half of its evaluated wealth by 1993. They still haven't fully recovered from it.
