It depends but the difference between c0 n C6 chiori is a lot. If I wanted to get cons I'd get c2 chiori n C1 or c2 arle. But since I'm waiting for the geo leopard mommy and her synergy with Navia I wouldn't do that. As I said it depends on your account.
All 3 improve a lot with constellation without being in C6, as another comment told you, Arleccino is already too strong at c3 and her constellations before C6 are nothing special (C4-C5). Personally I would say that Chiori, as she improves a lot with each constellation and can be a very good carry that does not need a burst to do damage, but Clorinde It is not a bad option, she has a very strong c4 as well as chiori, added to the c2 and C6 although her Gameplay does not change.
Chiori. Zero drawbacks and non conditional gameplay change with extremely strong output and high value. All her cons juice her up just incase you decide you dont want to spend so much half way thru your pulls😂. Arle is if you want to overkill but you can also just stop at c3

Arlecchinos cons feel like Raidens cons, you really do not need more than c3
