If you want to place one on top of a Christmas cake I would wrap the wire in something (eg cling film wrap) so that it is not in contact with anything edible. If the icing is moist at all the colour may run out of your flower. All I can suggest is that you try if you want to but just be aware of the potential issues.
To be honest I have only ever made them with wire. You could try using strong thread to make the flower and then gluing on a stem. Pipe cleaners would work too as they have wire through them. 😀

How long does the wire need to be?😅
It just needs to wrap around your paper at the centre but I recommend making it a few inches long to also form the stem. 😀

You can make one by just stapling it
