Quart is basically Flask, but it supports async. If you've used Flask it will look very familiar. Perhaps they'll merge in the future.

Are developers so dump not to understand the difference between ChatGPT the app and the OpenAI API eventually used in ChatGPT?

Sorry, we do have a tendency to do that. The app specifically uses the OpenAI ChatCompletion API with GPT models, 3.5-turbo or 4. It also uses the OpenAI Embedding create call.
