I like how Nintendo cares enough that they don't want these glitches in their game, but they don't care enough to fix said glitches and instead just ban the guy.

"Nintendo" as a whole is mostly unaware of these small micromanaging decisions. The RUclips thing with them striking Let's Plays..? *THAT* was Nintendo. Blaming the whole of Nintendo for the decision of one administrative unit of one game they own is like blaming the country's president for getting fired at your job for some questionable reasoning your boss used. _"But Nintendo allows it!"_ Again, see the example above. The president also allows your boss to fire you, but we do not blame them for it and instead we blame the boss, right..? Right.
No no, Psycrow makes amazing levels, but he isn't merely using tools from the provided toolbox; he uses his own, grown up, toolbox. He actually messes with external tools to create masterpieces. Ohh, and the oldschool TV is actually part of the game ;)
The first map had some great ideas, but I do think he pushed the glitching a little too far with the unpredictable giant enemies, and spawning random traps.
