Sometimes people don't get that Film Festivals don't reward your quality as a person, they reward your work as a director if you think of the case of Roman Polanski. So, Why did Polanski win at César awards? Because he was the best one.
In theory I agree with you but for me it’s not that simple. First, I think everybody get that. Nobody said that he isn’t a good director. But for a lot of people, giving an award to someone is “honouring” this person, not only the Artist. And in most cases it’s not that easy to distinguish the work, the artist and the man. So when Polanski is honoured, some persons who feel like victims from people like him are hurt. Maybe they are not right to feel that, but I can understand them. Moreover more than a man and an artist, he is a symbol. Symbol of an old era when the voices of victims (especially women) weren’t heard. Symbol of patriarchy and symbol of a cinema industry in which if you were a great artists you had the support of everybody to do whatever you wanted even dirty things. In France we are now in the middle of it with the cases of Depardieu and some other directors that felt untouchable and protected by the system for decades. So yes awards are about the work and the talent, not about the person and his morality. I agree with that of course but I also understand that making that choice (to give him an award) can be felt as an expression of support to the man and what he represents. I hope my english is not too bad 😬 (César is not a Film Festival but a prize ceremony : it’s not a jury but the whole academy who vote, exactly like the Oscars).

Every piece of art is made by an artist who is inspired and influenced by his life, his environment, his intentions, etc. For example, here when Polanski directs "J'Accuse" he tells us about him, what he has experimented or at least what he thinks about his own situation. So in my opinion, it's absolutely impossible to separate a creation from his creator. However, it's not a bad thing. It's just a key to have a better understanding of the movie, we just have to keep it in mind.

J’ai rien contre ce film mais j’avoue que ce pour quoi il a été récompensé (la mise en scène) ne m’a pas vraiment marqué. C’était aussi encore dans la période où il était impossible aux César de remettre meilleur film ET meilleur réalisateur aux mêmes films, règle qui a changé depuis !

Donner un César à Polanski pour un film aussi plat, c'était de la pure provok de la part des votants.
