You finding it bizzare is understandable. I have some south Korean communist friends who tell how servere the anti-DPRK propaganda is present in the south Korean society. If you think about it, Kim Jung-il had to face a famine the year he became the leader of DPRK, he had to deal with Bush jr, he experienced Iraq War and the fall of Gaddafi etc.. He tried to improve his country, although there's few information about what he did but he created economics zones with South Korea, and he organized meetings of separated families from the two sides of Korea. I really think he is the best leader of DPRK, at least my favorite.

Rather, it prioritized people based on their loyalty to the regime. At the same time, North Korean hospitals were without the most basic supplies needed to care for patients.
@aresef The regime didn't fail. They left people starve to death purposely because of their lack of loyalty toward the Party. They could have feed them but they didn't want to. They, as you said, prioritized the loyal people (so Pyongyang), the elites and the army. it followed the Songbon policy initiated by Kim Il Sung himself. It's not a failure, it's intentional. The failure was to realize relying on the USSR and the Eastern Block for everything without any reforms was a huge mistake. This also leaded to the famine.
