  • Stakataka spawned in Eastern Hemisphere. Blacephalon, in the other hand, appears from Ultra Wormholes in Western Hemisphere.
Blacephalon is a Fire/Ghost type Pokemon, such that it is weak against Ground/Water/Dark/Ghost/Rock type moves. As a raid boss, Blacephalon has 260 attack and 128 defense stats. Blacephalon learns Astonish/Incinerate as fast move and Shadow Ball/Overheat/Mystical Fire as charged moves.
Blacephalon has 315 base attack, which is comparable to Xurkitree and Kartana. While it has a underwhelming Ghost-type fast move, all of its Fire-type moves are decent. Incinerate is a slow fast move with high damage/energy generation, while Overheat is a 1-bar charged move. Coupled with its weak defensive capability, this tends to be sub-optimal by overcharging Overheat and faint with a lot wasted energy. Because of that, Mystical Fire is generally more preferrable and consistent. However, its optimal DPS can only be achieved by Overheat, such that it would prefer to have both moves. Overall, it has similar DPS as Shadow Moltres and similar TDO as Shadow Chandelure, which means it is one of the top Fire-type Pokemon for Raid/Gym battles.
Compared to Stakataka (247), Blacephalon has only half as much defense. Its defense, 128, is similar to Xurkitree and Azelf, in which both of them can be defeated easily as Duo Raid. Similarly, Blacephalon can also be defeated easily as Duo Raid especially with its 5 weaknesses. Specifically, under 10% friendship bonus, these Lv35 non-shadow/non-legendary/non-mega (budget) Pokemon can defeat Blacephalon as Duo Raid: Hydreigon, Tyranitar, Rampardos, Tyrantrum, Rhyperior, Chandelure, Kingler, Greninja, Gigalith, Crawdaunt, Gengar, Garchomp, Incineroar, Swampert, Hisuian Typhlosion, Gholdengo, Excadrill, Clawitzer, Mamoswine, Samurott, Gyarados, Empoleon, Feraligatr, Hisuian Arcanine, Hisuian Samurott, Rhydon, Salamence and Weavile.
For Mega Evolutions, the stronger Mega Evolved Pokemon can also defeat Blacephalon as Duo Raid by only themselves as long as their strongest STAB moveset is not resisted by Blacephalon, for example, Mega Latios. Of course, Mega Rayquaza is one again in the list.
This time, Mega Rayquaza would fight against Blacephalon as a Duo Raid without weather boost and friendship damage bonus. While Mega Rayquaza resists Incinerate, it still hits harder than Astonish due to the large base power difference. However, with Blacephalon's low defense stats, Mega Rayquaza has comfortable margin to deal with tougher moveset, such that weather condition/movesets does not affect Mega Rayquaza's viability to duo raid Blacephalon.
Incinerate/Overheat Blacephalon was found for this Duo Raid, under sunny weather. With Incinerate high base power and weather boost, it hits Mega Rayquaza extremely hard as a fast move. Overheat hits hard on Mega Rayquaza despite it is resisted, too. Even with dodging Overheat, Mega Rayquaza still needed to rejoin for a couple times. However, even with numerous rejoins, it still defeated Blacephalon with nearly a minute left.
