Guild Wars 3 was name dropped during an NCSoft shareholders meeting in Korea and after the event was confirmed as being in the review stage of approval with no active development at this time.
ArenaNet has already confirmed multiple Guild Wars 2 expansions are actively in development so there is no end to Guild Wars 2 in the near future. Guild Wars 2 has at the very least 2+ more years of content already announced as in development.
Even if Guild Wars 3 started development today, it would be several years of development before a release if it could even release this decade, and it is not starting development today.
Because the GW3 project is only in the review stage, there is every possibility that it is shot down and does not happen, the gaming industry is very volatile right now and investments are very low.

Well, assuming that one of the projects that are being developed, with the intention of being released within a "soon-ish" time, is in fact GW3:
    - assuming GW3 is indeed an MMO, they will probably need to give the existing playerbase a VERY good reason to drop all their progress, and/or at least partially transfer their progress over. And depending on what content a hypothetical GW3 has, players may not even start over in a new game, if the content is not what they currently do on a regular basis
    - assuming GW3 is NOT an MMO, that's different situation, yet still a difficult decision. Because people will expect something similar to the HOM-system interaction we currently have between GW1 and GW2.
I don´t want to think too negatively about this situation, but i can see a few hints that GW3 may actually be an MMO. They don´t necessarily hold true and are pure speculation, potentially even overthinking this topic but:
    - especially WvW-world restructuring being iterated on can be a hint that they use it to put a system in place that can not only let the players do most of the work of organizing the teams, but ALSO a system that can be fully automated without human input. ofc this is a stretch, it´s been a project for years (even though it was shelved for most of the time), but it also could be that they now started developing, implementing and iterating on it BECAUSE they want to free resources away from GW2 by doing automation.
    - for the PvP-side of things: yes, we had automated tournaments for over half of the runtime of GW2, but under the same argumentation, PvP is ALSO already set to operate on its own in automation
on the other hand, there´s also very sound arguments that speak against this:
    - they JUST commited to a yearly expansion-cycle AND a quartely release-cycle. It´s counterproductive to INCREASE the frequency of releases, if you already know that you may stop development of new content in order to focus on a successor-MMO
    - if what has been leaked from that meeting regarding the potential development of GW3 holds true, it is WAY too soon for a release, as that implied that they haven't even started "brainstorming" of what a potential GW3 should even be. in other words, they haven't even STARTED anything related to development (including deciding if they ACTUALLY want to develop a potential GW3)
    - also, GW2 just had their most successful years relatively recently, they would be shooting themselves into the foot by abandoning a game that JUST (in the grand scheme of things) has proven its worth
so, summing up everything, i think it´s unlikely that any of those projects is GW3. and even IF it is, it's unlikely that it will release anytime that you could consider "reasonably foreseeable future" unless GW2 DRASTICALLY loses monetary value to NCSoft

The only thing I would like GW2 to do, is significantly improve its performance, which thankfully they have been doing over time. I think the game is massive enough for it to last for years to come, and they should nurture what they have instead of jumping ship. GW3 I would envision to be a bigger technical upgrade such as an engine change

couple months ago on investors report meeting an exec that was covering for another exec when pressured about ncsoft west being in red for years threw the name guild wars 3 out in attempt to upsell AN competitiveness. Later in interview same exec trying to damage control for their mistake stated that gw3 is still in early review phases. AN only commented that they are always reviewing options for future but are now dedicated to gw2.

Funnily enough, something kinda similar happened with Destiny 2 and Bungie Recently.
Y'see, for several months now, there had been "leaks" about what Bungie was supposedly working on behind the scenes, and one such thing was, apprently, Destiny 3.
However, as it turns out, this so called "Destiny 3" was NOT, in fact, Destiny 3, but rather a 3rd person Spinoff title set in the destiny universe, which ended up being canned several months ago.
So, for all we know, the so called "GW3" that NCSoft mentionned, might not even be GW3 to begin with, but rather some kind of spinoff title set in the Guild Wars universe, or it could just be a mobile/console version for GW2, meant to attract and onboard even more players into its ecosystem.
Or... and hear me out on this one... it could also be a code name for a potentially MASSIVE graphical and/or system overhaul coming to GW2 in the far future, which would effectively act as a "Re-release" for the game, thereby explaining why NCSoft thought it would be a "Sequel".
At the end of the day though, we really don't know much of anything just yet, and for all intent and purposes, all of the stuff I mentionned above could end up being canned before it even got time to flourish, which happens ALL THE TIME in game dev.

I think passively they've been working on GW3. Unreal engine 5.
Whatever they do, I hope it is similar to gw2. I hope that everything gets fully voiced. I hope that cinamatics get overhauled from the start of the game to end. I hope that the business model stays the same, one time purchase / optional enhancements and pretty stuff. I hope there is a way to take the progress in gw2 and link it to gw3 (legendaries). I hope there is an official mobile phone game and companion that you can do certain actions on and it effects things in your game. I hope they balance Horizontal and vertical progression.
I hope they stray away from weapon choice being the focal point, too many games are doing the two weapon swap mechanics.
I like it better with a system that is based on class or profession, where you only have two weapons (no choice) but the "weapon skills" are based upon the spec and race.

Maybe they can do what Red Hook did with darkest dungeon. The next "guild wars" game doesn't need to be an mmo. It could be a 4x or a standalone rpg like baldur's gate. That game has proven that the format is profitable, and a guild wars rpg continuing the main story without the restraints of multiplayer has so much potential for lore and content.

Its GW3, out next year or 2026 at latest, they've been working on it for 3-4 years at least now. They've also tried to separate from NCSOFT a couple of times. They may end up being their own entity soon and hopefully. GW1 is still being played, just ending lifecycle support at just the time for a new title to emerge. GW2 will also likely have a HALL OF MONUMENTS transfer. If it aint broke font fix it.
While MMOs are not typically viable for most companies, ANET is a monster in the space, this is the time to launvh GW3 with WoW on steady decline and the new JANTHIR WILDS releasing, the influx of cash over the next year will likely set precedent to become their own publisher and finally separate from NCSOFT.
Lastly, ANET doesn't have to worry about GW2 the same way a SUBSCRIPTION model MMO would, GW3 is happily on it's way, fear not.
