No, the laptop bag is not allowed. Either they will ask to keep the laptop in a cabin bag or they will give you an emirate cloth bag to carry the laptop. YOU CAN JUST KEEP YOUR LAPTOP AND CHARGER IN THE CARRY BAG GIVEN BY THEM.
