Mystic flour is playable its most likely because she's apathetic and has the soul jam of apathy apathetic people won't and don't care about other's and anything they only care about their own goals and pursuits so she probably didn't care about her followers leading her followers to cause chaos and mayhem while their ruler didn't care about them aka mystic flour and she proceeds to meditate I'm sure she isn't inherently evil since apathy in itself isn't evil it's just a lack of care about other things sure i guess it's interpreted as selfish but apathy is still a completely different thing also this explains why she's playable cuz she doesn't care about ruling the world due to her apathy
Aka she's a deadbeat ruler not performing her duties as a ruler and that caused the cookies she ruled over to cause chaos and mayhem it's entirely her fault for not caring for her cookie subjects but still apathy isn't evil
