    maybe F6HPP quality of signal is problem who knows... BUT I don't think so!
    IC-821 is realy poor radio for contesting ! ! !
    If you are in first fresnel zone to F6HPP with QRO and high gain antennas - none of factory made VHF/UHF transceiver can't manage that level of signal...
    You should try contest in JO60/JO70/JO80 with 20-30 stations in 70km radius from you with power around 1-2kW and 17dBd antennas.

      Indeed, no doubt the 821 is a poor one... However, getting a such strong signal from the 3rd harmonic at such a distance is probably more related to the very high ERP result, than to the poor 821 rx section :-)
      I'm sure that HPP has all the appropriate stuff to ensure ad hoc filtering and remains on the legal power limit, to allow every one enjoying the band during the constests.
      Glad to not be a JO60 neighbour !
