Most grateful , However Ukraine war force me to think that either EU failed to be neutral and bring Peace in Ukraine or creating the way to bring again the appearing 3rd world war? I think there no neutral state or organisation to bring an ideal permanently peace in the world?
The EU has long been reluctant to adopt a defense or military policy due to its tragic history and its commitment to peace un its funding treaties. Besides, the USA are very suspicious of a successful European military industry that could compete with them and make Europe a global player. And military power IS one of the last remmants of nationalism and colonialism. But as you point out the war in Ukraïne has turned this upside down. Peace and neutrality cannot exist if one like Russia IS intent on agression and has been since the tsars. Or China against Vietnam, Tibet or the Filipinas. The USA has also been an agrassive actor, but at least had a decade of enlightment and common sense during and after WWII.
