I know this incredibly late but, as said above the serpents hand lacks unity, with cells fluctuate greatly in power with some having next to none and than you have things that stretch through multiple realities, I think that the serpents hand has the greatest potential, the church of the broken god fights to much within itself and the sartick cults also lack infrastructure as well a clear divide.

MC&D is more powerful in the sense of raw financial power, but their goals are not terribly destructive. They even gave the glove to the fundation 'cause even them knew it was not good business to keep it and potentially destroy the moon or somesuch.
I tend to view each of the large scale GoIs as being a balence or challenge to some aspect of the Foundation. The Serpents are a challenge to their secrecy. The GOC is a challenge to their refusal to destroy anomalies. MCD is a challenge to their scientific altruism. The Chaos Insurgency is just a straight up challenge and so on and so forth.
I really like these kinds of videos exploring the SCP universe a little more. In my opinion/head canon I think you missed the mark a little on gauging how powerful the SCP Foundation really is...if it really came down to it and they had their backs against the wall and decided to USE anomalies I think they’d have NO problem taking over the entire USA. See, while anyone can be part of Serpent's Hand, that same anonymity is a great weakness, as they are organized into small cells, with extreme variation in belief between each group. While they have functionally infinite numbers spread across infinite worlds while hiding in an infinite repository of all knowledge in existence (and all knowledge that doesn't exist), they have no leadership capable of bringing those numbers to bear on any one thing. Besides, pretty much every GoI has sleeper agents in the Foundation

One thing that Foundation (and MC&D kinda too) has and which GOC has not, is unity and centralization of goals. You see, GOC is internally divided into different groups with goals that are often different or mutually exclusive at worst. Foundation is probably older (or at least has older roots, such as American Secure Containment Initiative), has centralized command and clear hierarchy. GOC has clear hierarchy and firepower competitive to Foundation, but not centralized command. MC&D has centralized leadership, but has not as much firepower (they can allow it however just by hiring people) and has not clear hierarchy. So I think in some Foundation combines the best capabilities of both.

Well they’re have been a couple of times when literally everyone has been about to die so they work together but we normally don’t revisit that reality so we normally just know that they work together until something works
We’re all asking who would win in a fight, but really, who would survive in a broken masquerade scenario? Whose ideals and structure would survive the public realizing that anomalies exist? There are some different canons based around this, one of them is scp-6500, where the Foundation either chooses to remain in secrecy, or they go public and change their name to Vanguard so that they can keep humanity and the anomalous alive and stop containing scps. Other organizations though would have a harder time, as the GOC despite its best interests have committed tons of war crimes, and they would likely be dissolved as well as their council.
