Anyone no if u can put this black tar sealer over 21aa in a driveway with out putting rock over top of it looking for something cheap to do over my driveway to kinda seal it up so iam not pushing so much rock in the winter time anyone no if it will hardin up or will it always stay wet and not seal?

You don't know what your talking about. They do that here and after awhile it turns into a hard tough surface. Another layer in a year or two and you have a good driveway or street.
This chip and seal shit is a half ass way to be that should be against the law because it does more damage to your vehicle and chips and scratchs your paint on your car and ruining your car and it gains nothing of paving a road
