I have some lags in game play with my specs fps=9-32
Note: it works better with i7-4790 upwards cpu's

The issue is with your specs. The Vega 8 graphics isn't enough. The stuttering and slowness of the game is because of the GPU.

It's not working because of the VGA nvidia GeForce 940MX. It's not powerful enough to play this game. For laptops you need at least a laptop with gtx 980 mobile to play this game.
And it's highly recommended you use gaming pc with at least 2gb of dedicated gpu
