I think an arctic fox in the red light district would be really cool to see. Although it’s not from the Europe pack, it’s still a European animal. And besides, foxes are foxy, so there’s that
Honestly I would make the red light district a reptile house since reptile keeping typically involves using red lights, that just feels too good to not work with lol

I’m not sure if this would suit your more realistic take on this zoo, but I think it would look very cool to have the lynx roaming through a section of the city like a (massive) stray cat. Especially since you’re playing with heights they could have a lot to climb on. Alternatively, since you mentioned wanting to go underground in the first episode, an entirely underground cave habitat could be very cool, maybe attached to a restaurant? The same way that you have restaurants with large windows looking into aquariums, this could be a fancy modern fairly dimly lit place underground/entirely indoors (could even be in the red light district, it kind of has that vibe) and the windows look into the dark artificial habitat of the lynx with a fake mountain backdrop, perhaps lit by a fake moon. Not the most ethical habitat but hey, maybe the dictator allowed that, and the resistance could eventually free the lynx.
I feel you can still play with the story element but just make it part of the city. If you look at really old cities like Rome, so many buildings went through phases of development. Like a church in the present could have been a temple to Juno. Or the central courtyard can have an underground part where people used to live. And then you can create stories around those elements, have animal exhibits around that
I study in Amsterdam and currently there is the Amsterdam Light Festival. Basically there is all of these light installations and colourful light all around the city. Since you love your lighting, it might be cool to incorporate something like the light festival in your zoo :)
