- A man charged in a suspected shooting of two Blount County Sheriff’s deputies in the Rockford area on June 11 appeared in court Monday afternoon. Ronald Reed Millsaps was arrested and charged with multiple counts of aggravated assault, attempted criminal homicide, aggravated kidnapping after authorities responded to the 11100 block of Jacob Springs Boulevard last week. You don't know the story of what was going on either....it was a domestic dispute...likely a pending divorce and him getting screwed over so he may have thought he'd put a screwing to her in whatever he was doing....who's to say without the facts...all speculation.

I see two things wrong with this criminal's court appearance. (1) He was allowed to walk in BEHIND 2 or 3 deputies leaving 1 female deputy behind him. This seems very odd to me. This is a man who wounded 2 police officers and is being charged with attempted murder, kidnapping. (2) No handcuffs? No shackles? Really? Is this how it's done in Tennessee?? Was the court that confident that this criminal would not try to harm other police officers there in court? This is just unbelievable to me. Maybe the court will release him with no bail, place him on home confinement and give him his arsenal of guns back while he waits for his day in court.

For pete's sake, people: Handcuffs are never required to appear in court. Shackling the defendant, even during the sentencing phase of a death penalty trial, violates due process. A defendant may not be forced to appear in shackles unless the trial court has found that such restraint is warranted by an essential state interest specific to the particular defendant.
There were several cops there that could easily pin this old, round, criminal if it became necessary.
300 rounds, wounding 2 officers… shackles are the least they could do.

That happened when they took him into custody. He shot two officers...one below the knee and the other just above the knee. He's fortunate to even be breathing if you watch that video and SWAT being part of the equation.

@@testtor2714 Ask Mr Millsaps ! Probably his wife wanted to leave but he held her inside the home. 3 or 4 other DMV type calls to that house in the past few years. DUI in 2021. Mr Millsaps has run ins with them recently.
