No, he's referring to the "High Detail Preview" part I believe where the visual level of detail outside of the boundary is lower than inside the boundary...but on export the full amount of detail you have establish in the precision setting will be applied to the entire terrain...he's just clarifying that so there is no confusion about what you see on screen. When you add an export preset, you have the option to "Use Project Precision" which is the one in the main terrain layer OR you can export the terrain at whatever precision you want that's higher or lower from the terrain layer one. Your choice. By default, "Use Project Precision" is checked ON.

In this latest 2024 version, you can set the terrain resolution to ANY resolution you want!
