If you go for 3 mexes, you will energy starve when making veh lab, and mexes require energy to produce metal.
That is why he never made less metal than Raghna despite having less mexes.
You can go more energy before making 3rd mex, but if you go wind you will might cap metal and waste, and the lab will be late (and so will the early con which impedes expansion that leads to falling behind).
