Do you really need grip tape if your not gonna go 40mph down a hill and rather cruise your hometown streets?

Not really, however, it helps because it will help you not slip off. If your making a tight turn, and lean too much in one direction, it can help keep you on, otherwise, you would slip off and get injured,

what if you dont have a utility knife or exacto knife?

You will need a knife of some kind to cut the tape away. Those two are just very sharp and work best for this kind of work.
