Good ol 9 Percent Rule. Fully Charged Samus Shot does like 23 percent meaning Roy's Cannonball wasn't doing shit at just 10 percent of damage. (For context if moves are within 9 percent damage of each other, they clash and neither fighters gets anything from it. In this case since Charge Shot was over 10 percent stronger than Cannonball so it solidly beat it out.
