D1/very low master is not "high elo" in szn13. People are unaware of basics.
You can see people with no hands that have 1100 games OTP 50% winrate in like master 200 LP.
I guess the diff between chall and low master nowadays is you know basics of itemization and some general knowledge. And champion mastery alone can get u to low master

i play high mmr arams and it's just rare cases when team buys it, usually it's either i'm the only one buying it when needed or i'm spamming ff at 16 mins because noone of my teammates bought it even when i wrote it already 5 times in chat, it's the same for shadowflame or serpent for shields, situational building has gone down the drain in last years. i think most people simply don't know those items even exist and just blindly follow the suggested items. still haven't found an answer to why follow riot suggestions when they clearly don't know their game well enough to predict metas, just read the items and make your own sets.
